The programme has three major elements, i.e., advocacy, capacity development, and policy advice, to create an enabling environment for public information and independent media development in Kyrgyzstan. The strategy will pursue a two-prong strategy addressing the “two sides of the equation:” (1) the government as an effective and efficient communicator, which is a prerequisite for responsive, responsible and accountable government), and (2) the National TV and Radio Corporation as a genuine public service broadcaster. In the short-term, UNDP aims to help the Provisional Government establish a viable public information unit, and develop a reform strategy for the future public broadcaster. The long-term programme goal is develop respective capacities of both institutions to serve the public interest, establish stability and recover from governance crisis.
